Buying in Ocean View Hills: The Numbers Beyond the Price

In newer master-planned communities, the listing price is only part of the story. These are the numbers worth asking about before you make an offer.

Ocean View Hills is a newer, master-planned community in the southern part of the City of San Diego, near Otay Mesa. Communities like it come with their own set of costs and rules that do not always show up in the headline price. Here is what to look at.

HOA dues and rules

Ask for the current monthly dues and what they cover. Request the association's governing documents, budget and reserve information. Look at the rules that would affect your daily life, such as parking, exterior changes, rentals and any restrictions on vehicles or landscaping.

Special taxes and assessments

Newer developments sometimes fund infrastructure through special taxes, such as Mello-Roos, which appear on the property tax bill in addition to the base rate. Ask for the actual tax bill for the property, not an estimate, and find out how long any special charges are scheduled to continue.

The age of the major systems

Homes built in the 2000s are now old enough that roofs, water heaters, HVAC systems and appliances may be approaching the end of their useful lives. A thorough inspection and a conversation about which items may need replacing soon will help you budget.

Solar: owned, leased or financed?

Many homes have solar panels, and the details matter a great deal. Owned panels can be a benefit. Leases and power-purchase agreements are contracts that may transfer to you, with their own payments and terms. Ask for the paperwork early and have your lender review it.

Yard, drainage and space

Look at how the lot handles rain, and consider how you would actually use the yard. Newer communities can have smaller lots, so measure against your real needs.

Your commute

Test the route to work at real hours, using the roads you would actually take. It is a simple check, and it can change how you feel about a home.
