NEIGHBORHOOD NEWS · OCTOBER 2026

Ocean View Hills has few headlines of its own, but its neighbors are changing quickly: a very large new neighborhood in Otay Mesa, planning updates, and new housing and restaurants in Chula Vista. This page picks the recent stories that reach the area, newest first, and says why each matters. Every item links to the original report.

The last two months

  • City begins updating the Otay Mesa-Nestor Community Plan for the first time in 29 years (2026) — A long-range planning effort has started for the Otay Mesa-Nestor area. The city says residents can share ideas through winter 2026, review early options in 2027 and comment on a draft before adoption hearings in 2028, which would be the community plan's first rewrite in nearly three decades. It covers a neighboring area, so its decisions on housing and mobility may reach the wider South Bay. City of San Diego

  • Nearby: Yard House opens at Otay Ranch Town Center (Jul 21, 2026) — Otay Ranch Town Center added Yard House, known for its wall of draft beer taps, to a dining lineup that already includes BJ's and The Cheesecake Factory. More places to eat across the South Bay. San Diego Lineup
  • Nearby: Chula Vista and the state plan a University District (Jul 17, 2026) — A regional campus idea is taking shape in Chula Vista: a task force is studying a University District and will report to the Legislature by mid-2027. A long-term South Bay project to watch. Chula Vista Today
  • Council adopts the Southwest Village plan for more than 5,000 homes in Otay Mesa (Jul 6, 2026) — Otay Mesa's biggest planned neighborhood cleared its main hurdle in July, when the City Council approved the Southwest Village plan. It allows roughly 5,100 homes, some of them deed-restricted affordable, plus shops, a school, parks and about 200 acres of open space on land near the border. Several property owners in the area say they had too little input, and construction timing has not been announced. Ocean View Hills sits near this growth, so traffic, shopping and housing supply in the area could all shift. NBC 7 San Diego City of San Diego
  • Nearby in Chula Vista: up to $80 million in bonds approved for a 270-unit affordable community in Otay Ranch (May 28, 2026) — In nearby Otay Ranch, a 270-apartment affordable community won bond financing of up to $80 million from the Chula Vista council. Review is still ahead and there is no start date. A close South Bay neighbor to follow. Chula Vista Today
  • Nearby: Otay Ranch Town Center rezoned to allow up to 840 homes (background from December 2024) (Dec 2024) — The mall that many Otay Mesa and Ocean View Hills residents use for shopping and dining is set to add as many as 840 apartments over about 15 years under a December 2024 rezoning. This is background from early 2025 reporting. The Town Center is a major South Bay shopping and dining hub. inewsource, January 10, 2025
