ABOUT RUDY · OCEAN VIEW HILLS · OCTOBER 2026

Rudy Flores works with the Patti & Jeff McKelvey Team as a Real Estate Strategist and Realtor® at Coldwell Banker West. This site is his guide to Ocean View Hills, the planned community bordered by Interstate 805 and State Route 905, where building began around 1998.

His earlier career was in telecom real estate. For about 12 years he negotiated leases for cell sites and worked through permits and zoning in more than 100 city and county jurisdictions. One question runs through work like that, and it matters here too: who decides?

City, Association, District: Who Decides What

Chula Vista is close by, but Ocean View Hills sits inside the City of San Diego. The city groups it with the Otay Mesa area, so the Otay Mesa Community Plan guides its land use. Permits, zoning and ADU rules come from San Diego’s Development Services and Planning departments.

Then come the private and district layers. A home may belong to a master association and a neighborhood one. Its tax bill may carry a Mello-Roos special tax, which is set by the district rather than the home’s value and is not limited by Proposition 13. Rudy helps you collect the CC&Rs, the association budget, the reserve study and the tax figures early, before your inspection period ends.

The hills add one more layer. On a sloped lot, the yard needs as close a look as the house, from drainage to retaining walls to who maintains each slope. Exterior work may need association approval as well as a city permit. If you plan a change, Rudy can help you get ready for a pre-application call with the city and a request to your association. Each one makes its own decision, and an architect or engineer handles the design when a project needs one.

What to Expect When You Reach Out

  • Reach out through the four-question Home Strategy Quiz or a 15-minute call. Rudy reads every answer personally.
  • Tell him the street or the community. He checks which associations apply, whether the tax bill shows a special tax and whether the lot sits on a slope.
  • Have a project in mind? He helps you put the idea on one page and prepare questions for the City of San Diego and your association.
  • Living out of the area? Rudy films and edits his own listing videos, and the past ones on the Media page show how he presents a home.
  • Loan, tax and legal questions go to your lender, CPA or attorney. Rudy helps you fit their answers into your timeline.

Questions about working with Rudy

Is Ocean View Hills part of Chula Vista?

No. It is in the City of San Diego and shares ZIP 92154 with Otay Mesa. When a question touches a project, Rudy starts with San Diego’s rules and programs, such as its ADU rules.

Can Rudy tell me the Mello-Roos amount on a home?

He can show you where to find it. A special tax shows up as its own line on the county tax bill, and a title company can confirm the figure for a specific home. For how it affects your loan or your taxes, ask your lender or CPA.

Will Rudy handle the permits or plans for an addition?

No. He is a real estate agent, not an architect, engineer, contractor or attorney, and he cannot promise a permit. He helps you start the conversation with the city and your association, then refers you to licensed pros for the design and the permit application.
