This is an estimate for planning, from Zillow's ZIP-wide typical values applied to your purchase price. It is not an appraisal, a broker price opinion, an offer, a loan offer, or tax or legal advice, and Rudy is a real estate agent, not a lender, appraiser or tax professional.
How the estimate works
- First, the page reads Zillow's 92154 value for homes of your type in your closing month and in the most recent month.
- Your price rises or falls by the same share, and the condition you select sets the low and high ends.
- Still on your purchase loan? The balance is worked out from its standard monthly payment on a fixed rate, counted from the month after you bought.
- Take the loan from the midpoint for equity, and the selling costs too for an estimated net before tax.
- For Prop 13, each year's Board of Equalization inflation factor, 2% at most, is applied to the price you paid.
Your Prop 13 value and Prop 19
Because Prop 13 holds yearly increases in taxable value to 2% or less, owners who bought in Ocean View Hills a while ago are usually taxed on less than today's market value. Special taxes such as Mello-Roos are figured separately.
At 55 or older, you may be able to take your taxable value to your next California home under Proposition 19 if you buy within two years of your sale, a benefit you can use three times. The assessor decides eligibility.

- Freddie Mac Primary Mortgage Market Survey (PMMS): weekly 30-year and 15-year fixed averages; the page uses the mean for your purchase month (monthly means through October 2026; latest weekly 30-year average 7.24% on Oct 29, 2026)
- California State Board of Equalization, Letter To Assessors No. 2026/002: inflation factors for 1976-77 through 2026-27, with Revenue and Taxation Code section 51 and California Constitution article XIII A, section 2(b) (January 13, 2026)
- California State Board of Equalization, Proposition 19 (checked Oct 30, 2026)
- Assumptions, not sourced figures: the condition range (the same rule of thumb as the home value range tool), 6% selling costs, 20% down, regular payments on a fixed-rate loan starting the month after you bought, and the first inflation factor applying on the first January 1 after your purchase
Questions owners ask
How close will this be to a real sale in Ocean View Hills?
Close enough to plan with, not to price with. One index covers all of 92154, and it knows nothing about your floor plan, view or upgrades. Rudy can pull recent sales of homes like yours for free.
Why does the estimate use 92154 as a whole?
Zillow tracks typical values for the ZIP code every month since 2000, which gives a reliable measure of change since your purchase. Your street and model come into play with comparable sales.
What do I enter if I refinanced?
Choose the refinance option and enter the current balance on all loans against the home, including a home equity line. The page uses that number as given.
Is my taxable value what my home is worth?
No. Your Prop 13 taxable value is your price plus at most 2% a year, while the market value can be much higher. Check your tax bill for the exact figure.
